| An Approved Clinical
Evaluator (ACE) is a Licensed Mental Health Professional (LMHP) who has
been trained by OMH to rate the Level of Care Utilization System (LOCUS)
for adults and the Child and Adolescent Level of Care Utilization System
(CALOCUS) and submit findings to Prior Authorization. The LOCUS and
CALOCUS are assessments tools used to determine an appropriate level of
care for members receiving MHR services.
The level of care is used to measure progress and,in part, to
determine the type and intensity of services during the authorization
process. The LOCUS and CALOCUS are rated during the initial assessment,
during the reassessment and when requested by DHH. To become an ACE, the
following requirements must be met:
- The applicant must be a Licensed Mental Health Professional as
defined by the Bureau (refer to the MHR rule, November 20, 2006 for
requirements)
- The applicant must attend the training session “Rating the LOCUS
& CALOCUS” conducted by OMH.

- Complete an ACE application.
NOTE: ACE approval can be revoked or
additional training may be required if the rater’s performance falls
below standards established by DHH.
OMH maintains a registry of ACE staff. It is the responsibility of
each ACE staff to submit a new ACE application to OMH each time there is
a change in employment. A change may include discontinuing employment
with an agency and/or beginning to work for a new or additional agency.
Psychosocial Rehabilitation (PSR) providers must have an LMHP
supervisor who is a Certified Psychosocial Rehabilitation Practitioner (CPRP)
as designated by the Commission for Psychiatric Rehabilitation
Certification through United States Psychiatric Rehabilitation
Association (USPRA). To become a CPRP, the LMHP must meet the standards
established by the commission. DHH monitors providers to ensure this
requirement is met by each PSR provider.
If the LMHP is not a CPRP, he/she must be eligible for certification
with a written plan for achieving certification. This must be
accomplished within 12 months of the provider’s certification as a PSR
provider or within 12 months of being hired.
Providers must submit information requested by DHH regarding the certification
status of each LMHP supervisor. Failure to do so may result in administrative
sanction (a penalty imposed for noncompliance with program rules and
regulations) or a decertification of the program. If an LMHP does not pass the
certification exam, a written corrective action plan must be submitted to OMH.
