The MHR program is implemented by the Louisiana Department of Health and Hospitals through a partnership which includes the Medicaid Behavioral Health Section (MBHS), a fiscal intermediary (Unisys) and the provider network.
 

Medicaid Behavioral Health Section (MBHS):

Develops program rules and regulation in collaboration with OMH and provides direct payment to providers for services approved and prior authorized by OMH.

 

Fiscal Intermediary:

Enrolls providers in MBHS, processes claims payments and assists providers with billing problems.

 

Providers:

The provider network includes certified and enrolled providers located throughout the state. Providers offer prior authorized services to youth and adult (members) who meet medical necessity criteria for services.



 

Provider Certification (enrollment)

Applicants requesting certification and enrollment as an MHR provider must submit a fully completed application to MBHS.

 

Change in Ownership

Applicants requesting a change in ownership must complete the initial certification (enrollment) process.

Optional Services Certification

Providers who are enrolled to offer mandatory MHR services may apply for certification to offer one or more of the optional services, which include Psychosocial Rehabilitation (PSR) for adults) and Parent/Family Intervention-Intensive (PFII) for youth.

Provider Recertification

Certified providers must be recertified by the Bureau to ensure compliance with program rules and regulations.

ACE and CPRP Requirements

Certified and enrolled providers must ensure all staff meet the staffing requirements detailed in program rules and the MHR manual. Reimbursed services delivered by unqualified staff may result in a financial recoupment to Medicaid. Staff rating the LOCUS/CALOCUS, which is required during the initial assessment and reassessment, must be an Approved Clinical Evaluator (ACE). Staff supervising a Psychosocial Rehabilitation Program (adults) must obtain designation as a Certified Psychosocial Rehabilitation Practitioner (CPRP) through the United States Psychosocial Rehabilitation Association (USPRA).
