Enrolled providers offer 7
mandatory services, which cannot be subcontracted to other service
providers. The provider may choose to offer one or more of the optional
services; either in-house or by utilizing a subcontracted provider. An
enrolled provider must be certified by OMH prior to offering an optional
service. If the provider chooses to subcontract the optional services,
the subcontractor must meet all provider participation requirements
including, but not limited to, licensing and certification requirements.

All services shall be delivered in accordance with federal and state
laws, rules, regulations, and any other notices or directives issued by
the Bureau. These services shall be delivered by practitioners operating
within the scope of their license as required by the respective
Louisiana Practice Acts.
A provider may only serve members who reside in the provider’s
designated geographic service area. Without exception, all services
shall be prior authorized. A duplicated service or a service provided
without prior authorization will not be reimbursed. Refer to the Service

If a member is unable or not willing to attend a scheduled
appointment, a reasonable effort determined by clinical judgment shall
be made by the provider to conduct follow-up and outreach services. This
may include scheduling the appointment in the evening or on a weekend,
at the member’s home or other community location. It is a clinical
decision when a reasonable effort has been made. Documentation of all
attempts to contact the member, written as a Service Log marked “For
File Only” should be made in the member’s record.
If a member is discharged, a referral must be made to available
community resources and documented in the MHRSIS software system. If
phone contact with the member/family is not possible, the referral
information is to be mailed to the member/family.
There shall be family and/or legal guardian involvement throughout
the planning and delivery of services for children and adolescents. The
agency or individual who has the decision-making (legal) authority for
children and adolescents in state custody must request and approve the
provision of services to the member. The case manager or person legally
authorized to consent to medical care must be involved throughout the
planning and delivery of all services and such involvement must be
documented in the member’s record which is maintained by the provider.
The child or adolescent shall be served within the context of the
family and not as an isolated unit. Services shall be appropriate for:

Developmental level; |

Educational level; and, |
 |
Culture.

To prevent duplication of services a copy of the OCS, OYD, Office of
Addictive Disorders (OAD), or Office of Citizens with Developmental
Disorders (OCDD) or any other therapeutic intervention plan must be
submitted to the Service Access and Authorization unit when requesting
services.
